Business Tax Updates from the Autumn Budget 2024: Key Changes for UK Businesses

The Autumn Budget 2024 introduced significant tax changes impacting business rates, furnished holiday lettings (FHL), private schools, and umbrella companies. Designed to address emerging needs and create a fairer tax structure, these changes could affect costs and compliance for various sectors. Here’s what businesses need to know.

Business Rates Relief Updates and Multiplier Changes

The temporary 75% business rates relief, introduced to support retail, hospitality, and leisure (RHL) sectors during COVID-19, is set to end on March 31, 2025. Moving forward, new rates and relief structures will impact businesses across sectors:

  • Interim Relief for 2025/26:. Business rates relief will continue from April 2025 at a reduced 40% rate, capped at £110,000 per business. This reduction in relief may lead to higher business rates for high street businesses, pubs, restaurants, and shops.
  • Permanent Rate Changes from 2026/27:. A lower business rate multiplier will be introduced for RHL properties with a rateable value under £500,000. For larger properties, such as distribution warehouses used by online companies, a higher multiplier will apply.
  • Frozen and Increased Multipliers:. The small business multiplier will be frozen at 49.9p. While the standard multiplier will rise with inflation to 55.5p for 2025/26.

Impact: Many small to mid-sized businesses may see increases in business rates starting in 2025, while larger properties face a new multiplier structure from 2026.

H2: Removal of Charitable Rate Relief for Private Schools

As of April 2025, private schools will no longer qualify for charitable rate relief. This change applies to all private schools, with an exception for institutions focused on full-time education for students with Education, Health, and Care Plans (EHCPs), which will retain eligibility for relief.

Implications for Private Schools: Schools that have previously benefited from charitable rate relief will need to budget for the additional expense, potentially impacting tuition and operational costs.

New Rules for Umbrella Companies and PAYE Compliance

In a move to combat tax avoidance and fraud in the umbrella company market. The government will place new compliance obligations on recruitment agencies starting April 6, 2026:

  • Agency Responsibility: Recruitment agencies will be responsible for accounting for PAYE on payments made to workers supplied through umbrella companies.
  • End-Client Responsibility: In cases where no agency is involved, the end-client business will be accountable for PAYE compliance.

Advice for Employers: Businesses utilizing umbrella companies for contract workers should review their arrangements and prepare for the added compliance responsibilities. This change may impact the overall cost and administrative workload of engaging contractors.

Abolition of Tax-Advantaged Treatment for Furnished Holiday Lettings (FHL)

The tax-advantaged treatment of FHL, which provided specific benefits to owners of furnished holiday properties, will end on April 6, 2025. This change means FHL properties will be taxed under standard property tax rules. Potentially increasing the tax burden for property owners.

Planning Note: Property owners who currently benefit from FHL treatment should seek advice to understand the financial implications and explore potential restructuring or alternative tax strategies.
