Compliance and Financial Updates from the Autumn Budget 2024

The Autumn Budget 2024 announced several updates across compliance, tax filing, and financial relief measures, impacting a range of taxpayers and businesses. Here’s a breakdown of the new requirements and benefits, along with guidance on how to prepare.

Making Tax Digital for Income Tax Self-Assessment (MTD) Rollout

Starting April 6, 2026, Making Tax Digital (MTD) will be mandatory for individuals with annual income of £50,000 or more from self-employment or property. By April 6, 2027, this threshold will reduce to £30,000, and the government plans to expand MTD to those earning over £20,000 by the end of the parliamentary term.

Key Actions for Affected Individuals:

  • Early Preparation: Individuals should start familiarizing themselves with MTD-compliant software and the digital record-keeping process to avoid last-minute compliance challenges.
  • Seek Advice: MTD requirements can be complex, especially for those managing both self-employed and rental income. Professional advice can ease the transition.

Increased HMRC Compliance and Debt Management Resources

In a bid to boost tax compliance, the Budget has allocated funds for 5,000 new HMRC compliance staff and 1,800 additional debt management staff over the next five years. This £1.662 billion investment is projected to raise £4.7 billion annually by 2029/30.

Implications: The increase in HMRC compliance resources highlights a shift towards rigorous debt collection and compliance enforcement. Businesses and individuals should ensure they stay compliant with all filing and payment obligations to avoid penalties.

Fuel Duty Freeze Extended

In an effort to support consumers amidst rising costs, the Chancellor extended the 5p fuel duty cut and froze duty rates for an additional year until March 22, 2026. This continuation represents a tax relief worth over £3 billion.

Benefit for Consumers and Businesses: The fuel duty freeze provides some financial relief for consumers and businesses reliant on transportation, helping to counterbalance inflationary pressures on fuel costs.

National Living Wage (NLW) Increase

Starting April 1, 2025, the NLW for workers aged 21 and over will rise from £11.44 to £12.21 per hour. Rates for younger workers will also increase, with 18- to 20-year-olds earning £10 per hour and those under 18, including apprentices, earning £7.55.

Planning Note for Employers: Businesses should adjust payroll budgets to accommodate these changes. Especially in sectors with significant numbers of low-wage employees, such as retail and hospitality.

Increased Interest Rate on Late Paid Tax

Effective April 6, 2025, HMRC will raise the interest rate on late payments by 1.5 percentage points, increasing it from 7.5% to 9%. This change raises HMRC’s profit margin (the “turn”) on late payment interest to 5%.

Advice for Taxpayers: With higher rates on late payments, timely payment of tax liabilities is more important than ever. Consider setting up reminders for due dates or discussing payment plan options with HMRC if challenges arise.
